This is the exploded view from the vw parts site; if it is not in the typical right rear area, it maybe inside the fuel tank. Unfortunately, there are not an printed or free online service manuals we can point you to but you could download them from the vw erwin site.

Maybe, others that have done the filter change; can chime in and confirm the location.

Note: fuel filter is #11

thanks, I guess I will need to search. It is amazing how little info is available on the post New Beetle. It took me a lot of searching just to find the spark plug gap.

Yeah, you could download the service manual; off of vw's online service called eRWin, for $36, you get 24 hours of access and can download them in .pdf format on your computer, to view or print out later, as needed.

Fuel Filter Location

The fuel filter is next to the fuel tank. I had to go down into the pit at the oil change place and show it to the Idiot who insisted that is was inside the tank. As you stand under the car facing forwards, the filter is on the right side.
