Tornado red has been a consistent issue with VW over the years. I don't know why, but its one that always has issues with clear coat peeling more than other colors. You would definitely need to get the bumper repainted to fix it. Not sure on their paint warranty. I know they have a rust warranty but not sure on the paint and what that covers/how to go about getting them to take care of it.
