You need to get the car scanned with a VW specific code reader. There are a few things it could be, but the codes will tell you what the issue is.

Find someone with a vcds. Last winter I was headed to the old folks home to see my mom, on the way I swerved to avoid a coon. My air bag light came on during the maneuver.

When I got home I scanned it with vcds, drivers seatbelt was the fault code. I forget the exact number. I pulled the seat and the buckle did a continuity test with my multimeter on the wires and found one was broken. Repaired the wire cleared the code and all has been well.

First order of business is a scan to tell you where to look for the problem. Fix whatever is wrong. One of my vehicles has been to a dealer, for a recall that I kept getting mailers on and I got tired of throwing the mailers away so I finally took it in.
