unless there was major changes between the 98-99 and the 02 bugs the sun roof motor should not be under the antennae base. you should only need to take off the rear upper molding and pull down the headliner enough to get the socket in. most likely the base is corroded and just needs replacing. t should be a 15 to 30 min job, unless you want to try and break some kind of record. and who keeps those records anyway.
