This site, is dedicated, to the new beetle's; ranging from the years, 1998 to 2019. That being said, you might join and post up a thread, in the super beetle section, on the "Samba" website, which is dedicated to classic, air cooled Volkswagens.

Historically, rust on the pans of the air cooled VW's are notorious for rusting out and many companies, make repair panels to fix them and the VW floor pans are regularly repaired successfully. Worst case scenario, you could find a used good one and swap out the parts you need or swap the body over to the new/repaired/good pan. Most repairs, seem to be doable; using the original pan; much depends on the damage and cost effectiveness of needed repairs vs. swapping in a good used one. Good luck with the repairs and check out the samba for help with your classic Super Beetle! :)

You might contact "Mill Supply"; they make replacement parts and weld in panels, for the super beetle front end and "frame head" assembly.
