After I removed TB, it looks pretty dusty in there. Also paint on TB cover bulges. I was wondering if stuff like that can be used on parts exposed to high temperature. Shall I use something special or leave everything as is?
My plan was to scrape off and brush treatment on parts of metal TB cover and engine block on passenger's side.
I wonder if it won't smell bad later or just peel off and will get into TB.

Well it says it's only for temps to 200°F, so no! But there are high temp primers and engine paints sold, e.g. Corner Auto Parts and HD. Just make sure you remove all the rust, loose paint, i.e. wire brush wheel on a drill motor, sand all surfaces well before priming, and paint per instructions.
