Bought a 99 beetle with a blown engine. I replaced the engine and drove around for about 5-10 miles with few ignition cycles. The CEL came on and when I try to scan with my actron scanner, the scanner just says "communicating with vehicle please wait", but never connects. The car does have an aftermarket head unit, but the K line is not connected and when I measured voltage on the line, it read 8.xx volts. I searched since last night and 99% of the communication issues are radio related, but not in my case. Bad ecu? Actron cp9575 not compatible? I even updated the scanner, but no help. Anyone else experience this?

edit: I also tried disconnecting battery for about a half hour and CEL comes right back on when I start the car.

I finally got the codes. Even though I had less than 9 volts on the K-line(acceptable limit according to ross tech)I still jumped pin 7 and 4 with the 1 ohm resistor, then tried my scanner. Voila!
