I keep looking and looking and there is nowhere on the "edit avatar" spot for me to add a custom avatar. Why is that?

I figured out my mistake - I was going to Profile Image - if you go to edit avatar, and scroll down, it's there.

I thought everyone was allowed a 100x100 custom avatar....

All members are able to upload a 100x100 custom avatar.

You might want to check that it fits within the allowed file size of 55k

REgular members WERE set to not be able to upload a custom avatar. However, this was a MISTAKE. I fixed it. If you tried and couldn't do it, please try again. You should be able to now.
