DLC won't read anything

Hello everyone. I am just about at my wits end with my 1999 NB 1.8T. In the past I have been able to read faults with my code reader and it also went through emissions last year with flying colors. Recently the cel came on and my code reader won't connect. I know the reader works because I used it on my son's 2001 NB. It still has the stock radio so that is not the problem. I used a good multimeter and have continuity from pin 13 on the dlc to pin 42 on the ecm. Is my ecm gunnybag now or is there something I am missing?
