I have a New Beetle 2000 and its plastic parts are falling apart all over. The cup holders are literally crumbling. The area where the emergency light switch and the air condition is is falling apart and the switches keep falling out. The foam under the head liner has dissolved and the headliner has come down. The air condition spits foam parts. The plastic tongue to open the hood fell apart. The arm rest between the driver/passenger just fell off one day (that actually is a metal part).

I also have a Chevy Caprice 1992 that was kept under the same circumstances and it has none of these problems. Is this normal for a VW?

VW plastics are junk, though crumbling I haven't seen before. The glue is what has failed under the headliner, not the foam. That happens with age and heat. Mine is doing the same, as for a year or so now. The foam coming out of your vents is your blend door falling apart. That also happens with age. Foam doesn't hold up over time unfortunately.
