Fuse and Instrument panel issues

I replaced some fuses in my 2000 beetle yesterday, including putting in new ones where there were none, and changing to correct amperage.
After some fiddling around, I was able to FINALLY get my window working again, but then when I started the car, nothing on the instrument panel was working - tachometer, speedometer, odometer, etc. Some more fiddling and I worked out that kink.
Now, my emergency flashers don't work - nothing happens when you press the button.

Working off the fuse box diagram, I made the following changes:

#3, #4 - Changed from 7.5 to 5
#10 - Changed from 15 to 10
#11 - Changed from 5 to 7.5 (at 5 was when my clock/temp display shut off)
#20, #21 - Changed from 15 to 10
#27 - changed from empty to 10
#42 - changed from 20 to 25

My best guess as to which fuses control the lights, etc are
#3, #11, #39 and #41.

Any suggestions would be appreciated!
