I'm getting an odd idle revving. When the engine is first started, it revs between 800 - 1000, then once warmed up it goes between 1000 and 1300 (or so).

AC is off, nothing else is running. Car is out of gear and sitting on level surface.

The previous owner replaced the throttle body.. Probably from A U-Pull-It.. Could it be going bad (again)? Or can I try to clean it before I pull the trigger on a $300(ish) part.

I have a VAG405 on order, so I'll be able to pull codes soon.

I would thoroughly clean the throttle body and install, align it and see how it runs. A dirty throttle body; is known, to cause problems, especially on the 2.0L. Sometimes, internal issues; can cause problems, check out this video:

I know this may be a little late, but this sounds like the problem I was having with an idle surge, no check engine light, no VAG codes on the scanner. Turns out the MAF sensor was bad. Put a new one in there and the car runs like a champ.
