I would pull, the ignition lock and confirm, that it isn't binding; once it is removed, you can use a regular screwdriver to turn the barrel, to unlock the steering column, all there is after that is the ignition switch on the end, of the barrel.
Did you replace everything with new genuine vw parts or used from a junkyard? Worn key locks/tumblers, barrels and switches, are ALL known, for causing binding, sticking issues and so, new parts are preferred, over used. Your VW dealer, can order you new parts, using your vin # and that way, your old keys, will be the same and everything will match.
