Charges 14.3 with the AC off. With it on, and cooling fans running, it barely makes 12v. New battery and alternator, grounds good, chargeback wire is good, fuse block on top of battery is in great shape... if it idles for an hour with the AC on, it does not restart...

Hmmm, sounds like you might have a intermittent charging issue or possibly your battery is in the process of dying? Most auto parts stores, will do a full charging system test and that way; you can rule those two things out. Charging can be a common issue with the Mark IV Volkswagens; check out this video, for ideas and testing procedures, that might help you troubleshoot your problem.

Do these gas cars have a clutched alternator pulley like the diesels do? If so it could be the pulley on your alternator.

It sounds like you have a multimeter. With the car running check the voltage at the stud on the back of the alternator. Where the battery wire connects. If it’s 14+ you alternator is ok, if it’s not your alternator or the pulley is bad.

Take your serpentine belt loose. Does the ac pulley turn by hand without any noise. It should spin very easily.

Just curious, why would you idle it for an hour with the ac on for other than a very unusual situation?
