Manual top lockdown?

06 2.5l Beetle, with manual top. Admittedly, the top is pretty ragged and will be replaced soon. Can't seem to get the top to lock down. Tried quite a bit of down pressure to get it to lock, but no luck. Is there some tip you can offer? Thanks,Bill
