So I have replaced the brake reservoir cap, and the brake switch under the e-brake and still have the red brake light indicator on.It doesnt flash just steady burn. Also I noticed that when the car is in park and I apply the e-brake the driving lights do not go out. From what I have heard they are supposed to go off when in park and the e-brake is applied. The voltage also seems the same for my driving lights and my low beams I dont believe that is right. Any ideas? tired of buy new parts and nothing fixing my problem. thanks very much.

You driving light do not go out (they are not in the circui;, the DRLs go out when you apply the brake, which is what I think you are referring to. What year NB, some warning light functions varied with year. I can look it up for you if you don't have an Owner's Manual.
If you do have a manual, I'd suggest turning off the tube one evening and reading it, cover to cover. You will learn a bit.

By the way, Welcome to the Org!

I've put lots of useful information for the new, New Beetle, Owner, here -
