I bought it from a man who spoke almost no English, and there were no service records. It's at 130k miles, is there anything important that I need to make sure was done maintenance wise?

Are you unfamiliar with Volkswagens and the Mark IV VW's, of this era? If you not, you might want to take the car; to a VW specialist and have them do a full inspection of the car. This way, you can get a professional evaluation; of all the issues, it has and decide, what work should be done, to make it a reliable daily driver. It would have been preferable; to have this done, before purchasing the car (aka: "pre-purchase inspection") but now, that you own it, you should get this done and do the repairs needed, to make it safe and reliable as possible. At almost 20 years old and 130k; you can expect, needing a good amount of work and new parts, needing replaced, as many will be end of life (this is normal; in a car of this milage/age).

May I suggest a timing belt and water pump kit minimal..Every one I have messed with seems to be about an 80k belt. Even if it has been replaced the kits are inexpensive and would be advisable.Just my 2 cents.
