No fire on 2&3 cylinders on a 99 beetle 2 litre

New to the gas beetles, have had a TDI for 12 years. My sons gas beetle with 180000 miles started to skip on cylinders 2 and 3, so we towed it home. We changed the plugs, wires and coil pack and still have no to spark if you take a spare plug wire and plug and put it to ground. What could control 2 and 3 firing, 1 and 4 fire perfectly. With a new coil pack and the same results I figure something that controls 2 and 3 fire is off. Anyone have similar problems, any help would surely be appreciated.
