If there is no return flow that points to one of two things, the water pump or a plug in that little return line. What color coolant is currently in your beetle? Pink or violet? Hopefully. If someone mixed VW pink or violet with any other coolant color, then you could very well have a plug as vw coolant reacts with other coolants to form a brownish jello.
Its also a good idea to replace the thermostat when doing a timing belt with an oem thermostat.
