I found the P0171 problem actually a few so those issues are gone.
As for the P0016 I rechecked the timing marks and they're on w/16 teeth between. Question is the head I used was not for a turbo and did not have a cam shaft adjuster/valve (item# 6-8 Bentley) off a APH motor. Mine was an APH so I just installed them. I'm not sure what the chain adjuster /valve does? Could that cause a P0016 problem.
The cam sensor voltages checked so I'm thinking that direction is safe.
I found the exhaust cam drive pulley was different, the off set was different.

Hey, I'm curious what head did you put on?

A non-turbo head on a 1.8t engine makes me wonder, are you still
boosted?

I don't get it.
