Should I be concerned? Here are the photos. Everytime my car heats up after driving a while on the highway- the smell of burning hair will be present. and I have a feeling its this thing! Looks like it got caught while i was driving a few weeks ago.

I'd say just scrape off what you can with a putty knife. The rest will evaporate over time. A drive on the highway will speed it up.
