Start with a inspection, the lower control arms are symmetrical, they can be flipped to use on either side. So the arm should be flat across the top.
I would guess you have both some bent suspension parts and a bent wheel. Bent wheels are FAR more common than you would think.
You can balance a bent wheel, the balancer will show the wheel is in balance, however, the wheel will not roll round and still vibrate.
Contrary to what anyone says, you cannot make something that is not round, roll round by adding weights!!
Bad axle CV or Tripot joints could also be the case, but they usually vibrate under load and not coast.
