Programming a replacement remote using only valet key?

Hi, is it possible? I bought a remote from here: RemotesRemotes.com - Replacement Keyless Entry Remote Key Fob Free Programming Instructions
I tried to follow the instructions that say to turn the key to the on position. and lock the door using a screw driver for 10 seconds and then press the remote button and again after 2 seconds. I got no success. How do I even know that the remote sends signal?

What year is this beetle you're trying to program the remote for? There is a red light on the remote by the buttons that blinks when you push a button.

The steps to program they remote are as follows

Put new key in ignition and turn to on
Put your other key in the door lock and hold it there
While holding the key in lock, push the unlock on the new remote for 2 seconds
Let go and push for 2 seconds again
Let go and push for 10 seconds
Start the engine and then turn it off

That will get the remote programmed, however Iftar will not program the immobilizer. That must be don't at the dealer.
