Is there a way to program a remote unlock transmitter without the original and only one key? Don't want to spend $220 at vw getting a key made and programmed if I don't have to.

Just the remote part? Yes. But with only one key you will need VCDS which costs more the dealer is asking. If you also need to get the immobilizer programmed though, dealer is your best option.
