I think that is caused by a sticking E-brake. The fix is a new caliper if I recall correctly. Hopefully you can get it un stuck.
Rear tire locked up
I have a 1999 manual transmission beetle. This morning it was very cold outside, but my car was heating up for about 20 minutes. When I tried to start driving, the rear drivers wheel was locked up and wouldn't move. We tried to break it loose but couldn't. Any ideas of what could be wrong or has this happened to anyone else before?
