Are you sure the light switch is set to the "door" position? At least on the earlier beetles, the entire lens is a 3-way rocker switch with "off", "on" and "door" positions. It may not be obvious to someone new to the car.
 
Hello all, I’m new to VW. My problem is the interior lights. They stay on when the door is closed. All of them, the map lights and the 2 in the rear passenger area. I’ve checked to make sure the light switches are in the correct position. Both door puddle lights go out when doors are closed. No idiot light is on, on the instrument panel. The trunk light goes out when the trunk closes. So, am I missing something or has any one ran into the issue and fixed it. It’s a 02 beetle 1.8t Thanks
 
Historically, this problem; can be caused by a bad door lock module (failed miroswitches and/or cracked solder joints on the circuit board); a scan with a vw scan tool like vcds, will typically throw a factory vw trouble code for this issue. The sensors in the door lock module; send the signal to the comfort control module, indicatng, if the door is open or closed (a error can keep the interior lights on or off in that case) and cause problems, like draining the battery or randomly turning the alarm on. Repair or replacement; is the typical fix for this, if the door lock module is bad.
